Network Management Policy

This Network Management Policy describes how The Laffoon Corporation d/b/a Vertical Horizon Networks, LLC ("The Laffoon Corporation", “Vertical Horizon Networks,” “VHN,” “we,” “our,” or “us”) manages its network in order to deliver reliable internet service while maintaining network security, performance, and integrity. This policy applies to all residential and business customers of Vertical Horizon Networks internet services.

Vertical Horizon Networks operates a combination of fiber-optic and fixed wireless infrastructure. Network management practices vary by access technology and service type, but are designed to be reasonable, transparent, and consistent with industry standards.

1. Network Management Objectives

Our network management practices are primarily intended to: maintain network stability and reliability; ensure fair access to shared network resources; prevent network abuse and malicious activity; respond to congestion or equipment failures; and protect the security of customer traffic and network infrastructure.

We do not engage in unreasonable discrimination of lawful internet traffic. Network management decisions are driven by technical requirements rather than the content, source, or destination of traffic.

2. Traffic Management and Congestion

Vertical Horizon Networks does not impose data caps on standard residential or business internet plans. We do not throttle traffic based on application type, content, or user activity during normal network operation.

During periods of network congestion, particularly on shared fixed wireless infrastructure, temporary traffic management techniques may be applied to maintain overall service quality. These techniques may include prioritizing latency-sensitive traffic, adjusting airtime fairness, or temporarily limiting excessive usage that materially impacts other customers on the same network segment.

Any congestion management practices are protocol-agnostic and are applied only for the duration necessary to resolve the congestion condition.

3. Fixed Wireless Performance Considerations

Fixed Wireless Internet service is subject to factors beyond our control, including line-of-sight, terrain, weather conditions, interference, and customer equipment placement. Performance may vary by location and time of day.

Prior to installation, we evaluate feasibility and expected performance based on site conditions. After installation, we monitor link quality and performance to ensure service operates within reasonable expectations.

4. Network Security and Abuse Prevention

Vertical Horizon Networks actively monitors its network for security threats, abuse, and activities that may compromise service integrity. This may include detecting denial-of-service attacks, malware activity, compromised devices, or violations of our Acceptable Use Policy.

When necessary, we may take reasonable steps to mitigate threats, including rate limiting, blocking malicious traffic, isolating compromised devices, or temporarily suspending service to protect the network and other customers.

5. Application-Specific Practices

Vertical Horizon Networks does not block or degrade lawful applications, services, or protocols. We do not prioritize traffic in exchange for payment, nor do we engage in paid prioritization arrangements.

Certain specialized business services, such as dedicated bandwidth, licensed microwave links, or services governed by Service Level Agreements (SLAs), may involve traffic prioritization or reserved capacity as defined in the applicable service agreement.

6. Device Attachment

Customers may attach devices of their choosing to the network, provided that such devices do not harm the network or interfere with service to other customers. Vertical Horizon Networks reserves the right to disconnect or restrict devices that cause network disruption or violate applicable policies.

7. Transparency and Updates

Vertical Horizon Networks is committed to transparency regarding network management practices. This policy may be updated from time to time to reflect changes in technology, network design, or regulatory requirements. Updated versions will be posted on our website with a revised effective date.
